A football tournament, a closed border, and why an emergency passport is not enough

A football tournament, a closed border, and why an emergency passport is not enough

What happened

On 23 October 2026 the Foreign, Commonwealth and Development Office updated its entry requirements advice for Azerbaijan. Three things changed. The first is a temporary arrangement for a sporting event. If you are travelling to Azerbaijan for the FIFA U-15 World Cup and Festival 2026, simplified visa arrangements are in place from 22 September to 5 November 2026. Eligible travellers can get a visa on arrival at Azerbaijan's international airports. You must have either an official invitation letter from the Association of Football Federations of Azerbaijan, known as AFFA, or confirmation of accreditation through FIFA's electronic registration system. The second is about emergency passports. Azerbaijan accepts UK Emergency Travel Documents for entry, but an ETD must be accompanied by a visa. The important catch is this: you cannot use a UK ETD to apply for an Azerbaijani e-visa, because the e-visa system does not recognise ETDs as eligible travel documents. If you are travelling on an ETD you must apply for a visa directly through an Azerbaijani embassy before you travel. The third concerns the land border with Iran. That border is closed. British nationals may be able to cross at the Astara crossing, but only with special authorisation from the Government of Azerbaijan, facilitated by the British Embassy in Baku. All other crossings into Azerbaijan remain closed.

Why this matters

Entry requirements are the least glamorous part of travel planning and the most likely to ruin a trip. Being turned back at a border is not something your insurance generally fixes. The emergency passport point is the one most likely to catch someone out, and it does so at the worst possible moment. Emergency Travel Documents are what you get when your passport is lost or stolen abroad. The natural next step is to apply for an e-visa online, because that is how most people get into Azerbaijan. That route will not work with an ETD. You have to go to an Azerbaijani embassy instead, in person, which takes time you may not have planned for. The Iran border point matters for a different reason. The authorisation process at Astara requires personal details to be passed through the British Embassy in Baku, and confirmation plus a code from the Azerbaijani authorities. The advice says this can take several weeks, and that you should not travel to the border until you have the confirmation. The advice is also unambiguous about the risk of leaving Iran overland. It says you do so at your own risk, and warns that in Iran, holding a British passport or having perceived connections to the UK can be reason enough for the Iranian authorities to detain you. The football arrangement is simpler, but it is time-limited. After 5 November 2026 it ends.

What the evidence actually says

A few points of precision are worth noting, because entry rules are where approximate knowledge causes real harm. The FCDO is explicit that this information is based on the UK government's understanding of Azerbaijan's current rules, for people travelling on a full British citizen passport from the UK, and that it is the Azerbaijani authorities who set and enforce entry rules. If you are unsure how the rules apply to you, the advice says to contact the Azerbaijani Embassy in the UK. That is not a formality — it is the only authoritative answer. On passport validity, the detail matters. To enter as a visitor, your passport must usually have an expiry date at least 6 months after the date you arrive, and at least 2 blank pages for entry stamps. Officials will check that your passport is valid for 3 months after your visa expiry date, which in practice means at least 6 months after arrival. To enter as a resident, your passport must be valid for at least 3 months beyond the expiry of your residence permit. You will be denied entry without a valid travel document, or if you try to use a passport reported lost or stolen. There is a further rule people do not expect. Anyone who has previously visited certain areas in south-western Azerbaijan, including the town of Khankendi, without permission from the Azerbaijani authorities could be denied entry. The advice says to contact the nearest Azerbaijani embassy or consulate before travelling. On dual nationality: Azerbaijan does not recognise dual nationality, though it does not prohibit its nationals from holding it. If you take another nationality you must inform the local Azerbaijani Embassy or State Migration Service within one month. If you do not, it can affect the consular support the FCDO is able to provide.

Practical advice

If Azerbaijan is on your plans, work through this list. Check your passport now, not the week before. You need an expiry date at least 6 months after your arrival date, and at least 2 blank pages. If you are going for the FIFA U-15 World Cup and Festival 2026, get your AFFA invitation letter or your FIFA accreditation confirmation sorted before you fly, and note that the simplified arrangement runs only to 5 November 2026. If you are travelling for anything else, use the normal visa process. For business visas or work permits, the advice says to contact the Azerbaijani Embassy in the UK at least one month before your travel date. If you are travelling on a UK Emergency Travel Document, do not try the e-visa. Apply for a visa directly through an Azerbaijani embassy, and allow time for it. If you need to cross from Iran at Astara, contact the FCDO before travelling to the border, say whether you are contacting from Iran or from the UK on behalf of a relative, and wait for the confirmation and code. Allow several weeks. Do not travel to the border without it. You will also need a visa through the normal process. If you have ever visited Khankendi or other areas of south-western Azerbaijan without Azerbaijani permission, check your position with an embassy or consulate before booking anything. If you are a British-Azerbaijani dual national, make sure you have notified the Azerbaijani authorities of your other nationality. And finally, read the current FCDO page yourself shortly before you travel. Entry rules change, and this article is a summary, not the rulebook.

What to know

On 23 October 2026 the FCDO updated Azerbaijan entry requirements. Simplified visa arrangements for the FIFA U-15 World Cup and Festival 2026 run from 22 September to 5 November 2026, with visas on arrival at international airports for travellers holding an AFFA invitation letter or FIFA accreditation confirmation. UK Emergency Travel Documents are accepted but must be accompanied by a visa, and cannot be used to apply for an e-visa — ETD holders must apply through an Azerbaijani embassy before travelling. The land border with Iran is closed; crossing at Astara requires special Azerbaijani authorisation facilitated by the British Embassy in Baku, which can take several weeks. Visitors' passports need at least 6 months' validity from arrival and 2 blank pages. Previous unauthorised visits to parts of south-western Azerbaijan, including Khankendi, could lead to refused entry. Azerbaijan does not recognise dual nationality and expects to be notified within one month.
